Who is responsible? That's a difficult question. In favour of both conflict parties I suppose that the shooting down of a fully booked passenger plane was not intended (... but that's kind of naive). There are now several possible events leading to the tragic accident.
1. Pro russian rebels launched a surface to air missile hitting MH17 mistakenly.
2. Ukrainian airforce jet of type SU-25 shot down MH17 (intention to escalate the conflict, raise money in the U.S. and Europe in order to fill up their war fund).
3. Ukrainian Army launched surface to air missile hitting MH17 mistakenly or intentionally.
If you think about who prevented the investigation took place, President of the Ukraine himself Poroshenko, by starting a huge offensive on the day the international investigators arrive at the crime scene, it's pretty clear that your options 2 or 3 are the most plausible ones.
